4f8f1d9088 map-agent: multiap: dont commit to wireless when writing bssid to bsta 
This causes unnecessary wireless commits upon connection, causing
wifimngr to go down and up.

8a181eac45 map-agent: enable only onboarded bands 
This is important when we are using
default_disabled UCI setting - which disable
network wpa_supplicant block.

Before we could enable network, so default_disabled
could work incorrectly.
