b087dce57c
do not use +bcmkernel for packages that depend on bcmkernel. Instead use just "bcmkernel" in dependencies.
...
- This allows us to deselect bcmkernel and have all the packages deselected.
- Bcmkernel is the main package - these others are addons - therefore use hard dependency instead of appended one
- only use +<dependency> for adding shared libraries or other shared packages - never for application packages

apparently changing the git commit used is not enough the build still

dg400: layer2_interface_ethernet: Delay tmctl porttminit calls, refs #8007
...
After switching to bcmkernel 4.16L.04, the porttminit of the WAN if
started failing with message:
ERROR[tmctl_portTmInit.186]: Invalid maxQueues=0 ifname=eth0
tmctl: tmctl_portTmInit() failed, ret = -1.
ret code = 108.
Delaying the call seem to solve the problem.
