Ram Kumar D c25f7d9fb9 bootqca: fix for ATF state issue ... ATF will not have get_secure_state scm call, use it to check the ATF status. If get_secure_state scm call is not available means, is_atf_enabled() call will return 1. This represents that ATF is enabled.
