Vandhiadevan Karunamoorthy 699e92652f ipq5018: ethernet: update clock configuration 
This changes initialize clock and enable the block of
Gephy, Uniphy, GMAC0 & GMAC1 and also udpate Rx & Tx clock
based on speed.
