Birger Koblitz 0d7cace7bd realtek: Create rtl838x sub-target specific makefiles 
Create the RTL838x specific Makefiles. Move CPU-type into
rtl838x.mk as this is specifc to that platform. Add
rtl838x subtarget into main Makefile.
