Hauke Mehrtens b8ea5004f4 zyxel-bootconfig: add CPPFLAGS 
Add the OpenWrt CPPFLAGS to the CFLAGS. zyxel-bootconfig does not
support CPPFLAGS. This fixes fortify sources support.
