airoha: an7581: refresh kernel config 
Enable MEDIATEK_GE_SOC_PHY driver and disable NET_DSA_MT7530_MDIO.
Refresh kernel configs with 'make kernel_oldconfig CONFIG_TARGET=subtarget'.
