Add pending patch fixing NSSCC boot stall. These patch are needed to prevent the ICC to disable critical clock for NSSCC NOC. Without these the system will stall and reboot with watchdog. While at it also remove an extra clock from DTSI as it currently have no use. Original patch is not modified to keep consistency with series proposed upstream.
