Nickolay Ledovskikh 600d648a0d uqmi: Prevent 'POLICY MISMATH' error. 
Add uqmi 'sync' command call to release stalled cid when preparing to
setup new connection. As a result it prevents 'POLICY MISMATCH' errors.
