Tianling Shen f9e60e980c rockchip: fix kernel tag for backported patches ... These patches were actually merged in kernel 6.19 instead of 6.18, fix them to avoid confusing when moving to new kernel version. While at it, refresh the RK3528 PCIE L1ss patch since it was accepted in 6.19 as well.
