So far we are only associating and using a VLAN profile ID of 0 to any VLAN ID, VLAN profile ID 1 is unused. Therefore we can safely remove its initialization, just like we don't initialize any of VLAN profile IDs 2 to 7 on rtl83xx/rtl930x or 2 to 15 on rtl931x.
