kernel: move CONFIG_INTEL_MEI settings to target generic 
Move settings CONFIG_INTEL_MEI_GSC_PROXY, CONFIG_INTEL_MEI_HDCP
and CONFIG_INTEL_MEI_PXP to target generic.
