ipq-wifi: rename BDF for EAP623-Outdoor HD v1 
BDF for EAP623-Outdoor HD v1 was renamed in the repo, but ipq-wifi
was not updated to reflect that, so do it now to fix broken wifi.

Fixes: #21432
