"system" is used to get the current time zone, "network" is used to get
the global DUID.

RFC9096 § 3.5 SLAAC compliance introduces a new config option (odhcpd
piofolder), which may wear out the flash under certain conditions (for
example: ISPs with dynamic IPv6 prefixes which disconnect the clients
every X hours).
Therefore, setting "dhcp.odhcpd.piofolder" to persistent storage in the
router flash is not advisable and should be set to other kinds of
persistent storage such as USBs, SDs, NVMEs...
In order to prevent wearing out the router flash it's set to ephemeral
storage by default (tmp):
uci set dhcp.odhcpd.piofolder="/tmp/odhcpd-piofolder"

Automatically setup dhcpv4 server just like it's done for dhcpv6.
To select whether odhcpd or dnsmasq are serving DHCPv4 requests there
still is the 'maindhcp' option. To make things less confusing, make
sure things really work out-of-the-box in case dnsmasq is not even
installed at the time the uci-defaults script is being run.

IPKG_INSTROOT is only set under image builder and we won't be running
this script at build time either, so remove the reference before it gets
cargo-culted into other scripts.

Instead of blindly enabling the odhcpd v6 server and RA server on the
lan port, only do that if the lan port protocol is "static"
This prevents the unhelpful case of a device being a dhcpv4 client and
v6 server on the same ethernet port.

Let dnsmasq reread the leasefile by using procd_send_signal
which triggers procd to send SIGHUP kill signal by default
if signal is not specified

Depending on the dhcp uci config pidof dnsmasq can return
multiple pids. Fix re-reading of the hostfile by dnsmasq in
such case by sending SIGHUP signal to each of the returned
pids.

odhcpd daemon has hitless config reload support by means of the
sighup signal; add reload_service function which uses sighup
signal to reload the config
