realtek: eth: use device specifc hardware reset
The hardware reset is a combined function for all device families. So it uses several family specific branches to decide what is really needed. Refactor this into device specific variants to make it easier to understand. The cpu port and nic reset sequence is the same for all families. Provide this with a dedicated function.
