voice_client: for Asterisk v13 in combination with endptmngr we try

to limit excessive voice transcoding. We use ALAW everywhere internally
and transcode only if it really is necessary.

Comment away settings Asterisk no more need. The Endptmngr program
...
handles everything low level Broadcom endpoint and reads its settings
directly from UCI.

Adding functionality to block special rate calls by
adding new macre "macro-check-special-rate" and check extenton
to dial plan based on web interface input.
Adding file special_rate_nr.cfg with numbers defining special
rate numbers. In this version only sweden is included and thus
should be modified before realesed.

Voice ports have wrong order (switched) in some products so
...
we need a per-board-config of how to enumerate the FSX voice ports.
The voice_client script has been updated to read that per-board-conf
at the very first boot and then store it UCI as usual, where
the GUI reads it.
