b6fdd0115a wifimngr: Add support of local source build 
If You want to build wifimngr from Your local sources downloaded into
~/git, the following actions are needed:

1) set LOCAL_DEV=1 in wifimngr/Makefile

2) clean and compile wifimngr with command:
make V=s package/feeds/iopsys/wifimngr/{clean,compile}

0a0cad9715 wifimngr: ease wifimngr debugging 
Two params are needed to enable wifimngr debugging.
1. env IOP_LLA_LIBS_DEBUG=3    #for debugging only
2. stderr 1
Second param is added and commented out by default.

    Add methods needed to start, stop and configure wps. Cleanup code and get
