c55ab35b14 qosmngr: fix ebtables-extensions dependencies 
They should not be included on Broadcom. It leads to build failures.

a81e572f00 ebtables-extensions: Update naming convention. 
Use a similiar naming convention as iptables
kernel modules.

e3c9182bbc bridgemngr: Create centralized ebtables setup. 
Create a centralized setup for ebtables.
This is necessary to garantuee the order
of how chains are created.

Right now it provides a 1:1 drop-in
replacement of how things currently work
and no changes are needed in the short term.

da91ccda1c ebtables-extensions, qosmngr: fix dependencies 
* fix dependencies for the ebtables-extensions and qosmngr packages
* ebtables-extensions should not have dependency on ebtables-legacy
* qosmngr should have dependency on ebtables-legacy for non-brcm targets
* for brcm targets, ebtables from brcm sdk is used

f709852ae3 qosmngr: resolve vlan qos issues 
In 5.04, broadcom seems to have removed the support for skbvlan extension
from the kernel, although its presence still in the userspace application
is confusing, ideally, it should be removed from the userspace application
as well. Instead of skbvlan, the vlan extension is used for configuring the
vlan qos.

Hence, the qosmngr is updated to use vlan extension instead of skbvlan.

d2b9140468 treewide: Add PKG_MIRROR_HASH:=skip to pkgs downloaded from git 
OpenWrt 21.02 will redownload from git over and over if PKG_MIRROR_HASH
is not set. Set it to skip to prevent it from happening.
