Patch for the obuspa:
- Add DM_SECURE flag in usp_api.h.
- Register Device.LocalAgent.ControllerTrust.SecuredRoles with Validate_SecuredRoles().
- Implement DEVICE_CTRUST_IsControllerSecured() to check controller trust.
- Update DATA_MODEL_GetParameterValue() and group_get_vector functions to return
an empty string for secure parameters when the controller is not secured.
Updated usp_utils.sh to to add SecuredRole from role ACL files

obuspa: split up OBUSPA_ENABLE_TEST_CONTROLLER configuration

A separate OBUSPA_ENABLE_TEST_CONTROLLER_LOCAL configuration is added
which can be used by for example usp-js to accomplish local MQTT
broker setup but without compromising security by enabling remote
access. Appropriate dependencies are also added. In addition
unnecessary uci_load commands and misspelled and unnecessary
require_certificates mosquitto option are removed.
