Update to 4.11.19

New unique trigger: '<upon expending a [mapUnitFilter] unit>'

Console:
- `city addtile <cityName>` takes an optional `[radius]` parameter
- `civ addtech` / `civ removetech` commands

- Allow EmpireOverview persistence across game launches
