Fixed Happiness being found as a global stat

Unique builder - trigger conditionals are not a superset of global uniques

Added 'Unowned' terrainFilter

- Parse localized numbers correctly
- Better Validation of Nation colors

- When capturing settlers, fix finding the Worker units with conditionals
- Add ability to remove policies with ModOptions
