wolfssl: ABI version shouldn't depend on benchmark 
Move CONFIG_PACKAGE_libwolfssl-benchmark from the top of
PKG_CONFIG_DEPENDS to after PKG_ABI_VERSION is set.

This avoids changing the ABI version hash whether the bnechmark package
package is selected or not.
