Add additional uci-defaults function for configuring GRO settings and conduit for network devices. Tweaking the GRO values might increase performance on some low spec device that lack some offload feature on gmac. Tweaking conduit interface is specific to DSA based devices and is useful for multi-CPU scenario where one CPU is dedicated to one single port.
