438ed53577 generic: 6.12: backport MediaTek Ethernet PHY changes 
The MediaTek Ethernet PHY drivers are going to be used by multiple
targets (airoha, mediatek, ramips). Add generic backports of changes
required for recently added Ethernet PHYs.
