realtek: pcs: rtl930x: import SerDes setup code from PHY driver

Browse source

Import SerDes configuration code from PHY driver into the PCS driver.
Only do mandatory adjustments, rename the function to adhere to the
naming scheme, adjust all SerDes access calls.
